武器装备发展协同创新组织模式研究

     

摘要

随着武器装备,特别是高新武器装备技术复杂性的逐步提高,传统的项目创新合作已经难以适应武器装备发展的需要,单个武器装备研发单位已经难以取得项目创新的全部控制权,不同利益诉求的创新主体之间需要建立混合型、跨边界、跨组织的协同关系,装备研发过程也由小规模、局部范围的合作向社会化、协同化的方向发展,由此引发了武器装备创新活动组织模式的变革。结合武器装备发展特点规律和我国科技发展情况,研究分析了武器装备发展协同创新3种组织模式,即军队与政府主导模式、企业主导模式和学研方主导模式的概念特点,连接方式和主要适用范围。%With gradually increase of technical complexity of weapons,especially high-tech weap-ons,the traditional project-based innovative cooperation can't meet the demand of equipment develop-ment.Single weapon R&D unit is unable to obtain full control of the project innovation.Therefore, the mixed-type,cross-border,cross-organizational synergy needs to be established between the units, which have different interests.Equipment research and development process are also improved,from small-scaled,localized cooperation to the socialized,collaborative direction,which led to the reform of the organization mode of weapon innovation.In this paper,the authors analyzed three organizational modes of collaborative innovation of weapon development-army and government dominated mode,en-terprise dominated mode and university or institute dominated mode,models linking methods and scope of application in combination with characteristics and rule of weapon development and techno-logical progress in China.
