基于超效率DEA模型的中国资源型城市生态效率评价

     

摘要

In the paper ,the eco‐efficiency of 32 resource‐based cities from 2003 to 2011 were calculated by super‐efficient DEA method .The results show that the eco‐efficiency of resource‐based cities fluctuates narrowly and presents a rapid growth trend recently ,but there is a larger difference between the western resource‐based cit‐ies and eastern and central cities .The eco‐efficiency of the western resource‐based cities is much higher than the average of the eastern and central cities . Technological progress is the main reason of the eco‐efficiency growth ,and scale efficiency has restricted the eco‐efficiency growth .The empirical test shows that the re‐sources recovery and recycling rate may have significantly negative impacts on ecological efficiency ,w hile ur‐banization rate ,production technology and the utilization of foreign capital have a significantly positive impact on the eco‐efficiency ;there is no significant impact on the ecological efficiency of the industrial structure .%运用超效率DEA方法测算了32个资源型城市2003~2011年的生态效率,然后利用Malmquist指数对生态效率进行了对比研究,结果表明:资源型城市总体生态效率波动较小,近期呈现出快速增长的趋势,区域间生态效率相差较大,西部远高于中东部城市,技术进步是促进生态效率增长的最主要原因,规模效率制约了生态效率增长。实证检验得出:资源回收利用率对资源型城市的生态效率会产生显著的负向影响;城镇化率、生产技术和利用外资对生态效率产生显著的正向影响;产业结构对生态效率的影响并不显著。
