The influence factors of this problem is analyzed, and the model of passenger plan under different operation mode is constructed. A bi-level programming model which reflects the dynamic relationship between the generalized travel cost of railway enterprise and travelers choose-is proposed. The upper-level model optimizes the passenger train plan of conventional, high-speed and inter-city rail lines for the integration of optimization by passenger flow assignment obtained from the lower-level model, which is to maximize operating income with considering the constrains of capacity and train operation mode. The lower-level model optimizes passenger routing based on the constructed network under the train plan,which is to maximize the passenger benefit.%提出基于运输组织模式为导向的旅客列车开行方案与客流分配的双层规划模型,上层模型为优化高速线、既有线和城际线的旅客列车开行方案的模型,以区间通过能力及运输组织模式等为约束条件,体现以既有线、高速线和城际线为铁路系统的一体化优化.下层模型为客流分配模型,对多类旅客的选择行为分析的基础上,以旅客出行效益最大化为目标,体现旅客列车与开行方案之间的动态选择关系.
