PPROBLEM TO BE SOLVED: To learn a control model in efficiently and robust manner. PSOLUTION: For learning the control model, including a plurality of control variables XSB1/SBto XSBn/SBof effect factors except control variables, are stratified into NSBp/SBtables, and controlled variables Y and the control variables XSB1/SBto XSBn/SBare accumulated for each of the NSBp/SBtables. Then, for the accumulated controlled variables Y and control variables XSB1/SBto XSBn/SB, abnormal values are excluded for each stratified table, average values for the controlled variables Y and control variables XSB1/SBto XSBn/SB, in which the abnormal value is excluded, are calculated for each of the stratified tables, and the calculated average values of the controlled variables Y and control variables XSB1/SBto XSBn/SBare used to identify control model coefficients aSB0/SBto aSBn/SB.
