城乡学前教育均衡发展研究综述

         

摘要

城乡学前教育均衡发展研究经历了起步和发展阶段。学者们在研究其内涵的基础上,认为非均衡发展的差异主要表现在:经费投入、幼儿园数量、师资水平、资源配置和教育质量等方面,导致非均衡发展的原因既有城乡区域经济发展的差异,也有政策引导和质量监管方面的因素。因此,应尽快制定适应我国国情的学前教育法,发挥政府统筹协调职能,规范财政投入和资源分配机制,建立均衡优质的幼教队伍,促进城乡学前教育均衡发展。%Research on the balanced development of preschool education in urban and rural areas experienced initial stage and development stage. Based on the study of connotation, scholars believe the different non balanced development is mainly mani-fested in funding, the number of kindergartens, teachers’ level, resource allocation and the quality of education. The factors lead-ing to non balanced development are the differences of urban and rural and regional economic development, policy guidance and supervision of the quality. Therefore, it is urgent to set up the preschool law in accordance to the China’s national circumstance, to make full use of the government’ coordination and plan function, to regulate the financial investment and resource distribution mechanism, to build the balanced and excellent preschool teaching team, in order to promote the balanced development of preschool education in urban and rural areas.
