随着经济社会的发展和工业化、城镇化进程的加快,农民工已经成为中国产业工人的主体部分,但由于种种特殊的制度背景造成了进城农民工发展权的缺失。在民生导向视角下将保障和改善进城农民工的生存权与发展权既作为发展的目的,更要作为发展的动力。要通过加快健全城乡一体化的户籍管理、就业、社会保障等机制,建立有序政治参与机制,在代际传递中实现进城农民工城市融入等途径才能更好地维护进城农民工的合法权益。%With the development of economy, society, the industrialization and the urbanization, migrant workers have become the main part of Chinese industrial workers. However, a variety of special system backgrounds caused serious deficiencies in the migrant workers＇ development right. From the perspective of people＇s livelihood, the safeguard and improvement of migrant workers＇ rights of survival and development should be considered as not only the purpose, but also the driving force of social development. Only if the residence registration management, employment, social security and other mechanisms based on the integration of urban and rural areas are further improved, the legitimate rights and interests of rural migrant workers can be better safeguarded.
