北京高等职业教育创新发展的难与易--基于技术技能人才贯通培养项目的调研

摘要

为了推进现代职业教育体系建设，北京市启动了“高端技术技能人才贯通培养”改革试点项目，在完善高等层次的职业教育体系以及推进应用型本科与高职学院衔接培养职业教育人才方面进行了有益的探索。随着改革试验项目的推进，应用型本科转型发展以及高端技术技能人才贯通培养通道建设都呈现出一些难题，通过走访与调研贯通培养试验项目的进展情况，反思了北京高等职业教育创新发展的三易三难问题：一是搭桥拉手易，衔接转型难；二是条件投入易，内涵建设难；三是独善其身易，协调保质难。%In order to promote the construction of modern vocational education system,the pilot project of“Inte-grated Education of High-level Technical Skilled Talents” was delivered in Beijing, which is more helpful for building up the higher vocational education system. With the advance of the pilot project,there came up some diffi-culties in the transforming development for university of applied technology and the built up of the integrated educa-tion way. This paper makes a reflection on the innovation of higher vocational education in Beijing by investigating pilot colleges and universities,and summarizes three difficult aspects correspond to three easy aspects for the pilot project:It is easy to form a cooperative association but difficult to transform;It is easy for financial input but diffi-cult for improving quality;It is easy for self-evaluation but difficult for external coordinate quality controlling.
