在分析重庆市“地票”制度本质及其交易流程分析的基础上,通过考察政府-农民和城市-农村2个维度关系,探讨了重庆“地票”的不足之处.结果表明:“地票”制度本身存在的不足,以及政策的导向性错误造成了“地票”制度存在占用农村资源的嫌疑;区际剥削和代际剥削是城市剥削农村资源的内在机制.提出增加计划内建设用地指标满足新农村建设需求,以加强确保农村稳定,再使用“地票”指标弥补经济发达区建设用地缺口,缓解城市用地矛盾,最大化实现农村建设用地流转价值的建议.旨在为相关部门规范“地票”交易制度,实现城乡和谐发展提供理论参考.%Based on analyzing the essence and its deal flow of land quota in Chongqing, through investigating two dimensions relationship of government-farmers and urban-rural, the deficiencies of land quota were discussed. The results showed that the deficiencies of land quota system and the leading mistake of policy cause that this system has the suspicion of taking up rural resources; Interregional exploitation and generation exploitation are the internal mechanism of rural resources exploited by city; advocate that quota index should be first used for the construction of urban in order to relieve urban contradictions, while increase the planed index of construction to meet the needs of the new rural construction, ensure the rural stability. It aims to provide theoretical reference for standardizing land quota trading system, realizing the harmonious development between urban and rural areas.
