中国科研经费分配体制问题探讨

摘要

科研经费分配体制直接影响经费配置效率和结构,进而影响科研产出的质量和结构.提高科研产出水平是支撑国家可持续发展的重要保证,而提高科研经费配置效率、优化分配结构则是提高科研产出水平的重要条件.该文运用经济学分析方法,剖析了中国当前科研经费分配体制中存在的问题和弊端,借鉴国外3种有效管理模式,提出了完善中国科研经费分配体制的一些建议.%Allocation of research funding directly affects it's efficiency and structure, which further affects the quality and structure of scientific output. High level scientific research output is the guarantee of country' s sustainable development, which will benefit from the increased allocation efficiency and optimized structure. This paper analyzed the problems and disadvantages in allocation of research funding using economic method, as well as introducd three management modes of developed countries, and presented some advices for improving the allocation of research funding in China.
