基于全球化的时代背景与提高国际垄断地位及经济竞争力的需要,当代西方发达国家尤其是美国的教育改革主要立足于＂新右派＂的政治立场,一方面基于新自由主义的市场化主张,强化市场竞争与选择,另一方面基于新保守主义的国家化主张,强化政府干预与国家标准。于是,＂向右转＂成为教育改革风向标。这种＂倒退的改革＂严重缺乏专业性品质,违背了教育的公共性、公益性原则及多样化、个性化、过程性逻辑,加剧了教育的冲突与分裂,造成了教育发展中排斥性与失衡性立场、强制性与功利性政策的困扰。%Based on the background of globalization and the need of improving the status of international monopoly and the capacity of economic competition, the education reforms of contemporary western developed countries, especially of the United States, base on the ＂New Right＂ political position. On the one hand, the education reforms base on the advocacy of neoliberal marketization, which strengthens the market competition and choice; on the other hand, the education reforms base on the advo- cacy of the nationalization of new conservatism, which aggrandizes the government intervention and national standard. Thus, ＂turn right＂ becomes the weathervane of contemporary education reform. These ＂backwards＂ reforms seriously lack professional quality, violate the principle of public welfare and the logic of diversification, personalization and the process quality of educa- tion, exacerbate the conflict and split of education and cause the position of rejection and unbalance and the perplexity of manda- tory and utilitarian policy during the course of education development.
