中国食品安全监管问题刍议——借鉴美国食品安全法的制度创新

近些年来,中国的食品安全问题层出不穷,食品安全案件屡屡发生,形势不容乐观。保障食品安全,关系国计民生,关系国际形象,关系中国经济的健康持续平稳发展和社会稳定。我国现行食品安全监管存在食品安全信息透明度不高、食品监管多头进行、效果不佳、企业违规成本低、食品安全标准立法不完善、相关职能部门惩处力度不够等问题,应通过借鉴美国食品安全法制度创新经验,从制度上完善我国食品安全监管。%In recent years,China＇s emerging food safety issues,and food safet y events frequently occur.China＇s food safety situation is not optimistic.Safe guarding food safety is involved with national economy and people＇s livelihood, international image,the Chinese economy＇s healthy,continuing,and steady dev elopment,and social stability.There are a lot of problems concerning food safe ty such as low transparency of food safety information in food safety surveillan ce,multiple food safety supervision departments,low efficiency,incomplete foo d safety standard legislature,and weak punishment implemented by functional dep artments.Therefore,in is imperative to learn from the United Sates in the fiel d of food safety laws.The paper proposes to improve our country food safety sup ervision from the aspect of systems.
