The current status of agricultural production, policy, and administration in Japan as well as the major problems facing Japanese agriculture are discussed. The policies executed under the Agricultural Basic Law and the interaction of agricultural change and growth with a generally high overall economic growth rate since 1961 are described. The most detailed section of the paper examines current (1977) agricultural budget and administrative structure; establishment of high efficiency agriculture with farm land and management improvement plans; expansion of agricultural production; price stabilization and improvement in marketing of agricultural products; and welfare of farmers as represented by various agricultural financing mechanisms. Small-scale and part-time farming have contributed to a recent stagnation in agricultural production. Policy recommendations are given which address this problem.
