城市基础教育资源对住宅价格的影响——以北京市海淀区为例

         

摘要

Under the school district system,it has become the most common and effective way to obtain high quality educational resources by paying higher prices to purchase residential property in school district.The quantitative results of the construction of the characteristic price model show that the quantitative impact of the basic education resources on the residential price in Haidian District of Beijing is significant. The quality of the residential area is reduced by one grade while the average price of residential property increased by an average of 2.33%;For each additional entry qualification of a key school attached, residential property price increased by an average of 6.07%; For every 1% increase of the nearest distance to key schools, residential property price increased by an average of 5.80%. The difference between the school districts forms the initial increment of the residential property price.The restriction of the nearby enrollment policy and the household registration system is the prerequisite for the capitalization of the educational resources.The uneven allocation of teaching resources among the schools is the root cause of the difference in the price of residential property in different school districts. This paper puts forward some suggestions on how to equalize the educational resources and stabilize the price of residential property in school district.%学区制度下,通过支付更高价格购买学区房来获取优质教育资源已经成为最常见且有效的途径.通过构建特征价格模型的定量化结果表明,北京市海淀区基础教育资源对住宅价格的影响显著,住宅所在学区的质量水平每下降一个等级,住宅价格平均降低2.33%;每增加一所重点学校的入学资格,住宅价格平均升高6.07%;住宅与学区内重点学校的最近距离每增加1%,住宅价格平均降低5.80%.学区间差异形成了住宅价格的初次增值,就近入学政策与户籍制度限制是教育资源资本化到住宅价格中的前提,学校间教学资源配置不均衡是学区房价格差异的根本原因.并且根据实证发现提出了均衡教育资源、平抑学区房价格的对策建议.
