“211工程”高校科研生产效率评估:基于 DEA方法的经验研究

     

摘要

The government continues to increase investment in order to improve the level of university research and innovation capacity .While guaranteeing enough scientific investment , to optimize the scientific resources allo-cation and improve the scientific research efficiency is crucial to the sustainable development of scientific research career in the universities and also can raise the efficiency of public fiscal fund .The paper examines the research ef-ficiency of “211 project” universities from 2006 to 2010 based on DEA .The results show that the efficiency of re-search production in humanities&social disciplines of university is very low , and that of research production in sci-ence , engineering , agricultural , medical science disciplines keeps a high level , but still there is space for improve-ment.In addition, the number of researchers and the amount of scientific funds have been excessive in “211 Pro-ject” universities that are not effective based on DEA .Therefore, strengthening universities ’ scientific research po-tential in a connotative path should be the best choice for most “211 Project” universities .%为提高高校科研水平和创新能力,政府不断加大对高校的科研经费投入。在保证科研投入充足性的同时,优化科研资源配置、提高科研生产效率对高校科研事业可持续发展具有关键作用,同时也能够提高公共财政资金的使用效率。通过对2006-2010年间“211工程”高校理工农医学科和人文社会学科科研生产效率的评估发现:人文社会学科科研生产效率维持在较低水平;理工农医学科科研生产技术效率处于相对较高水平,不过仍有一定的提升空间。此外,非DEA有效“211工程”高校两大类学科在科研人员数量和科研经费方面均存在较高冗余比例。因此,挖掘高校科研潜力,走内涵式发展道路,应当成为绝大多数“211工程”高校的最优抉择。
