上海市2013年医疗执业行政处罚案件中案由使用情况分析

摘要

目的了解上海市2013年医疗执业行政处罚案件案由使用情况及其特点，为改进卫生行政处罚工作提供参考依据。方法收集和整理来自2013年上海市卫生监督综合应用平台中的卫生行政处罚案件数据，运用Excel 2007进行分析。结果2013年医疗执业行政处罚案件可用案由的使用比为30.33%，其中案由使用比最高的专业为医疗机构（64.71%），其次是母婴保健（44.14%），最低的是血液卫生（2.13%）；医疗机构的行政处罚案件案由使用比超过10%的为1种，使用比为62.00%；医务人员、母婴保健中案由使用比超过10%的均为2种，使用比分别为55.00%、24.05%和47.06%、43.14%，医疗事故和血液卫生的实际使用案由均为1种。结论整体上看2013年医疗执业行政处罚案件可用案由的使用比不高，案由的使用存在着少用、未用的情况；各专业内部的案由使用比之间存在一定的不均衡性。%Objective To understand usage and characteristic of the cause of action of medical practice of administra⁃tive punishment in 2013 and provide a reference basis for improving health administrative penalty work. Methods To col⁃lect and organize the health administrative penalty cases data from the Shanghai health supervision integrated application platform of 2013, using Excel 2007 to analyze. Results The usage rate of available medical practice of administrative pun⁃ishment cause of action in 2013 was 30.33%, of which the highest usage rate of cause of action of professional was medical institutions (64.71%), followed by the maternal and infant health care professional (44.14%), and the lowest was blood health professional (2.13%);The usage rate more than 10%of the cause of action of medical institutions of administrative punishment cases is one kind with 62.00%;There are two kinds both in Medical staff and maternal and infant health care , which are 55.00%, 24.05%and 47.06%, 43.14%. Cause of action actually use in malpractice and blood health is both one kind. Conclusion Overall the use of the ratio of medical practice of administrative punishment cases available in 2013 was not high and the ratio of cause of action in each major existed imbalance.
