基于患者体验的我国公立医院社会治理及其路径分析

         

摘要

目的:通过调查患者对公立医院监督效果等方面的看法,结合现今政策要求,探究公立医院改革中的社会治理路径。方法:采取抽样调查与典型调查相结合方法,以问卷形式对581名医院内门诊患者及住院患者进行调查。结果:超过1/3的患者对公立医院多方面的监督效果存在不满;绝大多数(90.9%)患者认为应当加大对公立医院的社会治理力度;患者希望社会组织参与公立医院监管。结论:积极引入社会组织对公立医院进行监管;转变政府职能,克服社会参与治理的困难,逐步实现公立医院从政府单一监管到多元监管模式的转变。%Objective:Through the investigation of aspects of public hospital patients experience effects of supervision,and combined with the current policy requirements, explore public hospital governance of social reform path.Methods: Take a sample survey with a typical method of combining the survey to 581 doctors questionnaire on outpatient and inpatient hospital investigation.Results:More than a third of patients with a wide range of oversight of public hospitals effect discontent; vast majority (90.9%) patients that should increase the intensity of social governance of public hospitals;Patients want to participate in a public hospital regulation of social organizations.Conclusion:Actively introduce social organization for public hospital regulation; transformation of government functions, to overcome the difficulties involved in community governance, public hospitals gradually to changes in government regulation from a single multi-regulatory model.
