浅析中国基准地价体系的现状与发展

     

摘要

研究目的:对现行基准地价体系的现状及存在的问题进行分析,对未来发展方向进行讨论。研究方法:综述法,反距离权重法和普通协同克里格法插值法。研究结果:地价基本原理及中国土地所有制现状决定了基准地价的地位及发展,合理的样点分布和抽样率是使用插值法的前提,以价定级不符合中国土地市场实际情况,用于更新的地价指数还需改进。研究结论:基准地价在中国地价体系中的地位不可替代,但在基础理论、构成、表现形式及应用等方面仍需进一步研究完善。%The purpose of the paper is to analyze the situation and problems of current land benchmark pricing system, and discuss its possible reform direction. Methods used include documentation analysis, inverse distance weighted method and ordinary Co-Kriging interpolation method. The results show that the role and development of land benchmark price in China is determined by the fundamental theory of land price and the current Chinese land ownership. Reasonable sample distribution and sample rate are the prerequisite of interpolation algorithms for land benchmark pricing. The classification in terms of land price is not feasible for Chinese land market. The land price indexes for classification should be further improved. It is concluded that the role of the benchmark pricing system is irreplaceable; however, its basic theory, elements, manifestation and application need to be further studied and ameliorated.
