留地安置政策下农户的土地增值收益共享性研究--以杭州市三叉社区为例

     

摘要

The purpose of this paper is to analyze the farmers’ right of land revenue sharing under the policy of land usufruct returning. Based on the theory of inclusive growth, firstly, this paper analyses the meaning of land revenue sharing, then constructs the index system of land revenue sharing under the policy of land usufruct returning and take the Sancha community in Hangzhou as an example for the empirical study. The results show that the fuzzy evaluation value of farmers’ land revenue sharing is 0.6030, within upper-middle level. The fuzzy values of fair rights, equal opportunities, fair rules and fair results are 0.4993, 0.7153, 0.6077 and 0.6877, respectively, which means that farmers’ right to share the land revenue is relatively unequal. The fair right and fair rules of land revenue sharing have greater weight: 0.6904 and 0.4980,respectively, which indicates that fair rights and fair rules are important for farmers to share the land revenue. We can conclude that under the policy of land usufruct returning, the farmers’ right of land revenue sharing is protected to some extent; market-oriented land acquisition compensation is upgraded; the ability of farmers to maintain long-term livelihood is enhanced; farmers’ livelihood security and the environment are improved. The farmers’ rights to obtain information, to express, as well as the right for public supervision and the collective asset management system are incomplete. The retained land asset management system and supervision system also need to be further improved.%研究目的:对留地安置下农户土地增值收益共享性进行研究。研究方法:基于包容性增长理论对收益共享的内涵进行分析,构建留地安置下农户土地增值收益共享指标体系,以杭州市三叉社区为例进行了实证研究。研究结果:(1)农户土地收益共享性的模糊评价值为0.6030,农户土地收益共享性处于中等偏上水平,其中,收益共享的权利公平、机会均等、规则公平和结果公平的模糊值分别为0.4993、0.7153、0.6077和0.6877,农户土地收益共享的权利公平性较低。(2)收益共享的权利公平和规则公平的权重较大,分别为0.6904和0.4980,说明收益共享的权利公平和规则公平是影响农户土地收益共享水平的重要因素。研究结论:(1)留地安置政策下,农民参与土地增值收益分配的权利得到一定程度的保障;征地补偿的市场化程度有所提高;提高了农户维持长远生计的能力;农民的生活保障和环境有一定改善。(2)农户的知情权、表达权、公众监督权以及集体资产管理制度规范程度较低,集体在留用地资产经营管理制度健全及有效监督方面也有待进一步完善。
