新区域主义兴起与区域治理范式转变

摘要

The metropolitan area became the important carrier of regional development and a major content of regional governance in 1940 s. In this context, Regionalism, Public Choice and New-Regionalism are the three periods of the regional governance theories in Europe and the United States. The New-Regionalism becomes mature and shows the superiority in three regional governance theories after years of practice. According to the function of Coordination, this paper focuses on the theoretical origin and connotation of New-Regionalism. Lastly, this paper makes the brief review of New-Regionalism.%20世纪40年代中后期以来，以城市为核心的大都市区成为区域发展的重要载体，大都市区治理成为区域治理的主题内容，在这一背景下，以欧美为代表的国家在区域治理的理论和实践上先后经历了“区域主义”、“公共选择学派”和“新区域主义”三个阶段，经过多年的实践，“新区域主义”无论是在“区域”概念、还是在运作机制上都显示出其相对于其他理论的成熟性与优越性。基于“新区域主义”对于区域政府间的协调功能，从理论溯源、理论内涵、与“区域主义”的比较以及其在西方国家大都市区政府间的协调实践等方面，对“新区域主义”理论做出简要述评。
