闽北传统村落转型发展中的闲置农宅资源化问题研究--以南平市石圳村为例

摘要

In the process of urbanization, North Fujian has promoted rural transition development. Due to limitation of funds and space, the force of rural transition development is inadequate. How to treat the idle rural housing as the capital to participate in the market is an important issue. Based on the analysis of the use of construction and the vilager’s wil in Shizhen vilage, this paper summarizes the reasons for the difficulties of idle rural housing use right transfer. Furthermore, this paper proposes some concrete suggestions to reasonable transference of idle rural housing use right and system mechanism in promoting the implementation of the planning.%闽北在城镇化过程中，积极推进传统村落的转型发展，取得了一定成就。但由于资金和空间的限制，导致传统村落转型发展的动力不足，存在空心化发展和农宅闲置的现象，如何将其作为资本参与市场，推动乡村转型发展是一个重要课题。本文以南平市石圳村为例，对村庄的建设使用情况和村民意愿进行调研，分析了农宅闲置与流转困难问题的深刻原因，并进一步提出实现闲置农宅和宅基地合理流转和推动规划实施的相关制度机制的具体建议。
