完善我国科技创新容错激励机制的思考

摘要

The fault tolerance and incentive of science and technology innovation is the effective measures to spread the risk of sci⁃entific and technological innovation, and encourage innovation. The compensation for science and technology innovation failure has the same meaning. At present in our country, the state, society, and enterprise all have the internal demand to build the failure compensa⁃tion policy of science and technology innovation. Based on this, the failure compensation policy framework of science and technology in⁃novation in our country can be built around the four dimensions of evaluation system, operation system, monitoring system and security system. It is to support the work of improving the fault tolerance incentive mechanism of science and technology innovation in our coun⁃try, and creating the social atmosphere of "failure tolerance and encouraging innovation".%科技创新容错激励是分散科技创新风险、鼓励再创新的有效措施，科技创新失败补偿是其应有之义。现阶段，在我国，国家、社会、企业三个层面都有构建科技创新失败补偿政策的内在需求，基于此，可以围绕评估体系、运行体系、监控体系和保障体系四个维度构建我国科技创新失败补偿政策体系，为完善我国科技创新容错激励机制，营造“宽容失败，鼓励创新”的社会氛围提供支持。
