在当前民族文化教育资源保护与开发主体流失、观念滞后、手段单一以及专门性人才短缺的现实困境下，基于民族教育信息化教育部重点实验室这一开放性平台，构建一个由政府部门、科研院所、高等学校、企业行业多主体共同参与的，跨部门、跨行业、跨学科的优势互补与多元协同的保护创新体，通过项目牵引、要素聚集、平台整合、人员流动、资源共用、成果共享等多维机制开展民族文化教育资源的保护与开发，具有重要的现实意义和实践价值。%National cultural educational archives contains the spiritual and cultural essence of ethnic minority groups,and their protection and development is an important means of inheriting national culture.However,it is now faced with such problems as draining of main bodies,backward ideas,simple means and a shortage of specialized personnel.Under this situation it is of great practical significance and value to protect and develop national cultural educational resources by some innovative ways and means.It is suggested that a joint participation by government departments,research institutes,universities and enterprises and industries be built,which depends on the open platform of KLEIN (Key Laboratory of Educational Information for Nationalities) of Ministry of Education and which by nature is a cross -sectorial,cross -industrial and interdisciplinary collaboration and multi-complementary innovative body.Along with it,a multi -dimensional mechanism be created that involves projects attraction, elements gathering,platform integration,personnel flow,resources and achievements sharing.
