An examination of the effectiveness of the view plane legislation in Halifax: An analysis of the physical and cultural impacts.

The view plane legislation was a reaction to the proliferation of high-rise development in downtown Halifax in the late 1960's. These developments had a negative influence on the visual elements of the city, most notably the views of the harbour from Citadel Hill. After public outcry and political pressure, the view plane legislation was established in 1974 to preserve views of the water from the Citadel. The ten view planes prohibit development within set visual boundaries.;The effectiveness of the view plane legislation has never been adequately assessed for its success in preserving scenic vistas and deter undesirable development. The preservation of views is a value laden topic, a judgment that is contingent on which portion of the public one considers. Consequently an important part of the analysis are the goals and objectives of the decision makers behind the view plane legislation and how successful the legislation has been in accomplishing these intentions.
