This thesis was prepared as a result of a contract between the University of Louisville Research Foundation (with the assistance of ENTRANCO) and the Arizona Department of Transportation (ADOT). This contract required the University of Louisville to conduct research to determine the appropriate vehicle noise emission characteristics for use in Arizona. This was accomplished by comparing National and Arizona State-Specific REMELS (Reference Energy Emission Levels) in both the STAMINA and TNM modeling programs.;A second graduate student, Matthew Ricketts, worked in coordination with the author on this project. His thesis was done in conjunction with the author's thesis on the same project, whereas the perspective of his thesis centers on STAMINA and the author's perspective centers on TNM.
