This report presents the measurement, data reduction and analysis of individualvehicle sound level and speed data for non-constant speed situations. These situations are referred to as interrupted flow conditions, and include acceleration from stop signs, tool booths and on highway ramps. The measured noise levels were used to compute regression equations on how sound level increases with increasing vehicle speed for an acceleration condition. The resulting Reference Energy Mean Emission Level (REMEL) equations are presented for each of three vehicle types: automobiles, medium trucks, and heavy trucks. Section 2 discusses the sites that were used for data collection. Section 3 and 4 describe the data collection and analysis procedures, respectively, while Section 5 presents the results. Section 6 is a summary and Section 7 lists the referenced reports. Appendix A presents tables of the collected data after editing. Appendix B contains the printouts of the results of the statistical and regression analyses from the statistical software package.
