This thesis was prepared as a result of a contract between the University of Louisville Research Foundation (with the assistance of ENTRANCO) and the Arizona Department of Transportation (ADOT). This contract required the University of Louisville to conduct research to determine the appropriate vehicle noise emission characteristics for use in Arizona. This was accomplished by comparing national and Arizona-specific Reference Energy Mean Emission Levels (REMELs) in STAMINA and TNM.;The report submitted to the ADOT was submitted to the CEE Department upon the conclusion of this thesis. The author was responsible for research, modeling and analysis. The author was also responsible for compiling the written report presented to ADOT. A second graduate student and a good friend of the author, Steven Smith, worked in coordination with the author on this project. His thesis was done in conjunction with the author on the same project whereas the perspective of his thesis centers on TNM and the author's perspective centers on STAMINA.
