中国与澳大利亚外语教育对比研究：理论、实践与启示

摘要

中国外语教育已经走过60年的历程。在这六十年中，中国外语教育取得了很大的成绩。建立了许多外国语学校，培养了许多外语人才，推动了经济社会的发展。然而，中国的外语教育也存在问题。如今英语备受重视而其他一些小语种却被忽视，这很难满足经济社会发展对语言的需求。由于移民史，澳大利亚是一个多文化、多语言的国家，其外语教育政策立足国家战略的高度，许多外语教育政策的制定都源于经济发展和外交关系的建立对语言的需求。政府制定了长期的语言政策解决语言问题，同时也取得了巨大的成果。本文主要是通过对比中国与澳大利亚外语教育的异同，为中国外语教育政策制定和实践寻求启示。
　　本文主要运用两种方法进行研究:文献法与对比法。文献法即搜集与中国和澳大利亚外语教育有关的资料，通过识别整理从而选取有用信息达到对事物形成科学认识的方法。对比法是一种基本的研究方法，主要是通过观察和分析发现中国与澳大利外语教育方面的异同。
　　通过对比，可以看到中国外语教育政策制定和实施均存在问题，从而阻碍中国外语教育的发展。澳大利亚制定《国家语言政策》、《国家语言及识字政策》和《澳大利亚学校国颁亚洲语言和学习策略》等多项语言政策旨在强调英语作为国家语言的地位的同时，重视其他外语及土著语言的发展。这些政策有助于澳大利亚民族团结和国家强盛。澳大利亚外语教育方面所取得的成就启示我们外语教育要注重制定长远规划，要建立专门的外语教育研究机构，语种设置要多元化，课程设置及实施要灵活多样，课程评价要综合全面，并且加大教师培训力度等。
