Developing Quality Measures for Evaluating Travel Time Estimation Methods

This paper presents two quality measures, the accuracy and relevance, to quantify the performanceof travel time estimation methods. The measures capture the trend and variability of travel timeestimation respectively, based on the fact that the 'true' travel time for a given time instant fora route is actually not unique. The proposed quality measures are illustrated using probe vehicleand loop detector data on a commuter route in the San Francisco Bay Area.
