PPROBLEM TO BE SOLVED: To precisely estimate a traveling time of a road link, and to predict a future traveling time of a road from the traffic information of the road. PSOLUTION: Coefficients of a first conversion formula for calculating a normalization link traveling time are calculated by using a relation between a calculated past link congestion level JSP(l1)/SPand a normalization link traveling time NTSP(l1)/SP(221, 222) (223). The coefficients of the first conversion formula are used as variables, and a regression formula is calculated by the mixture model of multiple regression analysis and quantification theory type I analysis (224). A calculated congestion level JSP(12)/SP(226) is applied to the regression formula, and the coefficients of a second conversion formula are calculated (225). The calculated coefficients are applied to the second conversion formula, and the estimation value of a normalization link traveling time NTSP(12)/SPis calculated (227). The estimation value of the road link traveling time is calculated based on the normalization link traveling time NTSP(12)/SP(228).
