PPROBLEM TO BE SOLVED: To accurately estimate a road link traveling time and to predict a future traveling time of a road from congestion information of the road. PSOLUTION: A relation between calculated past link congestion degree JSP(l1)/SPand link traveling speed VSP(l1)/SP(621, 622) is used to calculate factors of a first conversion equation for calculating a link traveling speed (623). A regression equation is determined by a mixed model of multiple regression analysis and quantification theory I analysis with each factor of the first conversion equation being a variable (624). A calculated congestion degree JSP(l2)/SPof a traveling estimation object (626) is applied to the regression equation to calculate factors of a second conversion equation (625). The calculated factors are applied to the second conversion equation to calculate an estimation value of link traveling speed VSP(l2)/SPof the traveling time estimation object (627). Based on the link traveling speed VSP(l2)/SP, an estimation value of the road link traveling time is calculated (628).
