Destruction of chemical weapons in the Russian Federation (RF) and the conversion of chemical weapons enterprises to production for civilian applications represent problems of national importance for Russia. Other countries of the world community are also interested in a successful solution to these problems, to which the present symposium is testimony. The realization of the indicated tasks is possible only when the safety of the population and environment will be ensured. However the Russian Federation, for a number of specific reasons, abandoned the concept of absolute safety of technical facilities later than other countries, and has turned to the modern paradigm of relative safety and acceptable industrial risk. In recent years a great volume of work was conducted in our country to create a legislative basis in the field of industrial safety. Since 1991 activity in this direction has been introduced within the framework of the Federal Scientific and Technical Program (FSTP) "Safety of the population and national economic facilities with allowance for risk caused by natural and industrial catastrophes". RF laws "On environment protection" (1992), "On protection of the population and territories from extreme situations of natural and industrial origin" (1994), "On ecological expertise " (1996), and "On industrial safety" (1997) have been adopted.
