The Problem with Modern Secondary and Higher Education Systems in Russia – Free to Choose or the Problem with the Public Education System

摘要

This article analyzes modern secondary and higher education in Russia. Based on this analysis, various approaches for creating staffing policies in different fields are examined. Special focus is given to the forms of ownership of organizations which engage in educational programs and to the degree of influence on the further development of human resource potential.
