Due to the difference of economic development and resource endowment in different regions, it will not be advantageous for different regions carry out coordinated development if taking the homogeneous land use control policy. In order to coordinate the regional sustainable development, this paper constructs the model of supply and demand about construction land in different provinces through forecasting the scale of supply and demand of construction land in 31 provinces municipalities and autonomous regions, then classifies different levels of the management and control areas about construction land, exploring the methods of the management of construction land according to the local conditions. The results show that there are significant differences in the supply and demand of each region. The area of potential mining provinces is concentrated in the southeastern coastal areas and the Beijing-Tianjin area. The index newly-added provinces are concentrated in the traditional areas of the Central Plains (Yangtze River and the Yellow River basin). The area of utility enhancement is located in the inland areas of China. The ecological conservation areas are located in the Midwest Plateau region. Local governments of different levels should make different construction land control policies according to their conditions of regional resource endowment and social and economic development characteristics.
