Organization's performance relies on organization's innovation capability. Innovation capability refers to the ability to create new products, processes and systems and it is crucial to organizations' growth. Public sector organization must be able to innovate in implementing government's policy. Many research on innovation capability and performance more focused on the private sectors but limited on public sectors. Therefore, this paper aims to provide a conceptual framework of innovation capability and performance in the public sector. This proposed conceptual framework helps Malaysian public sector organization to strengthen innovation capability in order to improve performance.
