To construct a new system of ecological legal domain and set up a new principle of ecological civilization construction under the background of the new era: the principle of the ecological center theory as the main line gives consideration to the needs of human interests, the principle of intergenerational equity, the principle of public democratic participation, the principle of ecological compensation mechanism and the principle of the admittable enterprise mechanism. It is based on the constitution, guided by the basic law on ecology, guided by legal principles, supported by the legal framework for ecological progress, and supported by broad public participation.
