Model results and measurements were analyzed to determine the extent of change in concentrations of nitrogen oxides (NO_x) during morning weekday high traffic periods from different summer seasons that could be related to change in mobile source emissions. The dynamic evaluation technique was applied to compare the relative (%) changes in modeled and observed 3-h morning NO_x at numerous urban locations. The average changes in modeled and observed NO_x levels between 2002 and 2005 were -16% and -15%, respectively, which are close to the decline (-17%) in NO_x emissions estimated by a mobile emissions model.
