When putting forth the need to analyze the technological capabilities of the public university, attention is drawn on it as an economic agent which participates and makes a commitment with the socio-economical and cultural development of its surroundings, and as a social unit of production and socialization of knowledge, where the mechanisms of construction and diffusion of wealth knowledge are subtly articulated with the processes of academic and organizational management, which can occasionally act as an epistemological obstacle, blocking the flourishing of scientific and technological mentality, which is necessary to profit from the opportunity wayouts offered by the challenges generated by information and communication technologies, within the members of the academic community, and within the local and/or regional innovation systems where the university is located. It is necessary to transcend intellectual apathy, bringing into discussion the validity of the routines of public academic and/or university management validated by general custom, placing the university in front of its mission and its surrounding, re-formulating its managerial processes and re-creating the institutions in there, in order to place it within the scenarios and challenges of the 21st century, in search of the democratization of knowledge in the society it legitimizes, as well as in its integral developmen
