The paper addresses the theme of collaboration and cooperatic n in elearning by exploring the development of pedagogy with web based resources, and deliberates on whether a global program can be localised to provide students with a worthwhile learning experience by examining the results of on an internal evaluation of the Cisco Networking Academy Program within Europe, the Middle East and Africa. The Program is an international instructor led, web-based program designed in the US to train students to install, maintain and troubleshoot computer networks through public private partnerships between Cisco, governments, educational institutions and NGOs.
