The proposal describes a collaborative effort among an international development agency, a regional Asian university, and a major U.S. University (Economic Development Institute of the World Bank, the Asian Institute of Technology, and the University of Illinois at Urbana-Champaign). The project is designed to improve institutional and staff capacity building efforts of national or regional training institutions throughout the world by offering a collaborative learning opportunity for senior trainers to study and work together through real and virtual group interactions. The project will facilitate knowledge sharing and peer learning among senior trainers on innovative and cost-effective training design, curriculum development, and active learning methods. As a follow-up to the on site instruction, the participants will receive formal distance mentoring and online coaching through a Web-based distance mentoring system. This system will help facilitate virtual discussion and collaboration among the participants as they apply and practice appropriate pedagogical concepts and skills to improve their training effectiveness. The three week on-site instructional phase of the project begins June 1, 1998 followed by a six month period for coaching and collaboration through the online Internet-based mentoring system.
