The current special residence maintenance fund system in China has resolved some problems about the maintenance, updating and rebuilding of the shared parts of residential and the utility services of the residence after their warranty expires, but in the design of the special residence maintenance fund system, there are also some vague rules about the deposit, use and supervision of the fees. On the basis of analyzing the special residence maintenance fund system, this paper points out the relevant countermeasures. Main measures include: first, clear the foundation on that the special residence maintenance fund deposited; second, third party mechanism that is independent of government would be adopted , dedicated to manage the special residence maintenance fund by trust ; third, the government would establish strict system of supervision, strengthen the supervision to the administrative department deposited, use, manage and supervise the fund , to ensure the security of special residence maintenance fund deposited management.
