Research on the Existing Situation of the Interactional Cooperative System of Science and Technology between Provincial Departments and Governments at the Municipal and Prefectural Level

It can be divided into three stages on the history of the Interactional Cooperative System of Science and Technology between Provincial Departments and Governments at the Municipal and Prefecture Level of Henan province. The types of the Interactional Cooperative System of Science and Technology include the Consultation on Science and Technology Work, the Strategic Alliance Agreement, the Framework Agreement on Cooperation and etc. The main body of the Consultation on Science and Technology Work are departments at the provincial level and governments at the municipal level. It involves the contents on science and technology affairs, which is aiming at the strategic cooperation on science and technology. The Cooperation can be classified into the highdegree, middle-degree and low-degree cooperation zones according to the frequency of which a cooperation body participates in the Cooperation. By analysis of industries which are serviced by the science and technology cooperation, it clarified that the Interactional Cooperative System of Science and Technology between Provincial Departments and Governments at the Municipal and Prefectural Level was established for the purpose of industrial restructuring and economic mode's improvement.
