The focus of this paper is to lay out a plan from bituminous mix design through construction inspection and testing acceptance that will assist in the ability to achieve maximum pay for the placement of Hot Mix Asphalt under the current specification requirements. Throughout the paper we will also present and explore several recommended changes that will hopefully be considered for inclusion into future FAA P-401 specification revisions. The observations and recommendations presented within this paper are not intended to be limited to a given FAA region but rather may be reviewed for inclusion for work done throughout the nine regions. Several items that will supplement this paper are being presented by other individuals at today’s Association of Asphalt Paving Technologists (AAPT) symposium on ‘Design and Construction of Hot Mix Asphalt for Airfield Pavements’. Generally speaking the reference to the Marshall P-401 will occur however, Superpave and General Aviation specifications most probably can be built equally as well by following several of the listed items. Ultimately, the paper is intended to provide guidance to the execution of the three major activities that exist for building quality Hot Mix Asphalt used on airfields around the nation; Mix Design, Test Strip and Quality Control and Acceptance.
