The focus of this paper is to lay out a plan from bituminous mixdesign through construction inspection and testing acceptance that willassist in the ability to achieve maximum pay for the placement of HotMix Asphalt under the current specification requirements. Throughoutthe paper we will also present and explore several recommended changesthat will hopefully be considered for inclusion into future FAA P-401specification revisions. The observations and recommendationspresented within this paper are not intended to be limited to a given FAAregion but rather may be reviewed for inclusion for work donethroughout the nine regions. Several items that will supplement thispaper are being presented by other individuals at today’s Association ofAsphalt Paving Technologists (AAPT) symposium on ‘Design andConstruction of Hot Mix Asphalt for Airfield Pavements’. Generallyspeaking the reference to the Marshall P-401 will occur however,Superpave and General Aviation specifications most probably can bebuilt equally as well by following several of the listed items. Ultimately,the paper is intended to provide guidance to the execution of the threemajor activities that exist for building quality Hot Mix Asphalt used onairfields around the nation; Mix Design, Test Strip and Quality Controland Acceptance.
