Development of A Safety Belt Violation Enforcement SystemUsing License Plate Reading

In this paper, we introduce a system that detects a safety belt violation vehicle. It is wellknown that a safety belt can reduce the degree of injuries and it could even save their lives ifthere is a traffic accident. A driver is fined if he does not wear a safety belt in some countriessuch as United States and Korea. A safety belt violation enforcement system consists of twomain algorithms. One is license plate reading and the other is safety belt recognition. Thissystem takes pictures of all the vehicles passing a traffic sensor and reads their license plates.The registration numbers on the license plate are first recognized and then sent to a centralsystem at the metropolitan police agency. The central system finds a name of the vehicleusing a police-database of license plates and gives the name to a local system. A region of adriver is calculated with a name of a vehicle and an initial position of a license plate. Within aregion of a driver, we recognize whether the driver is wearing a safety belt or not. If he doesnot fasten a safety belt, a license number and a violation image are sent to the central system.
