Development of A Safety Belt Violation Enforcement System Using License Plate Reading

In this paper, we introduce a system that detects a safety beltrnviolation vehicle. It is well known that a safety belt can reduce therndegree of injuries and it could even save their lives if there is arntraffic accident. A driver is fined if he does not wear a safety beltrnin some countries such as United States and Korea. A safety beltrnviolation enforcement system consists of two main algorithms. One isrnlicense plate reading and the other is safety belt recognition. Thisrnsystem takes pictures of all the vehicles passing a traffic sensorrnand reads their license plates. The registration numbers on thernlicense plate are first recognized and then sent to a central systemrnat the metropolitan police agency. The central system finds a name ofrnthe vehicle using a police-database of license plates and gives thernname to a local system. A region of a driver is calculated with arnname of a vehicle and an initial position of a license plate. Withinrna region of a driver, we recognize whether the driver is wearing arnsafety belt or not. If he does not fasten a safety belt, a licensernnumber and a violation image are sent to the central system.
