Alabama Department of Environmental Management regulations at 335-3-14 and Federal Prevention of Significant Deterioratin regulations at 40 CFR 51.165 require air permitting for modifications to exising major sources whihc would result in a significant, or 40 tons per year increase, in volatile organic compund emissions. This paper reviews the PSD permitting for the replacement of an existing sawmill with a new 4-1.000 cubic meters per year mill. The project included new debarkers, saws, planer, hog, sawdust handling system, particulate conttol systems, and support systems. the project also included repermitting three existing steam heater lumber dry kilns. The paper provides an analysis of the emission factors used in the permitting and the results of the required Best Available control Technology analysis. All approvals have bee nobtained and the project is currently under construction.
