摘要

The Bay Area Regional Water Recycling Program is developing a master plan for water recyclinginvestments in the San Francisco Bay Region. This paper discusses several aspects of theeconomic component of the decision methodology,including (1) perspectives of analysis and (2)uncertainty. The application of cost-benefit analysis from multiple perspectives of analysis isdesigned to inform policy decision makers about the economic costs and benefits of alternativerecycling projects. The analyses presented in this paper are hypothetical regional investmentsthat illustrate the importance of identifying perspectives of analysis and of understanding theuncertainty in economic and engineering data.
