This is the seventh in the IRS Methodology Report Series, Turning AdministrativeSystems into Information Systems. It is a part of a long-time effort to document methodological changes in Statistics of Income (SOI) programs in an attempt to better meet user needs. Because many of the methodological enhancements to SOI programs draw on similar efforts elsewhere in the Federal statistical system, we have included not just SOI papers, but selected articles written by or co-authored with our colleagues in other agencies. It is our hope that the addition of these related works will add greater depth of documentation, particularly with regard to improvements in statistical methodology in the various programs, so that data users will have a better understanding about how these changes will affect their analyses of our data.
