摘要

The flood emergency response system for an urban zone is described here. Quickly simulating floods under some specific events and showing corresponding consequence on GIS are the main features of the system. The system cannot only be used at the planning stage for flood control, but also in emergency situations when flood events suddenly occur, such as dyke failure, heavy rain, etc. As Windows software on GIS system, it was first applied to Pudong district in Shanghai City. Based on the system, three types (2%,1%, 0.5%) of rainfall risk map have been made.
