This paper presents a totally new approach tornmanaging finite network resources which aims to allow arnfluidity in route allocation that responds to actual realtimernutilisation. It is therefore ensured that the networkrnresource is used efficiently and, in a way, QoS guaranteesrnare maintained for multimedia applications. This nextrngeneration of dynamic routing policy is based on arncentralised approach to build a single global staternrepresentation; the scheme models a network as a controlrnsystem and aims to review its routing policies based onrnactual utilisation measurements taken from each subnetwork.rnIn this respect, the key parameters to monitor arernbandwidth utilisation, loss and latency, (congestion) andrnjitter (arrival and departure variance). By constantlyrnreviewing the network and building up a knowledge basernof the behaviour of applications it is possible to adjust therntraffic routes and provide dynamic dimensioning such thatrnthe maximum efficiency is extracted from the network uprnto the ultimate limit when all network resource is fullyrnutilised. One of the key differences with other schemes,rnof course, is that these routing changes are based on flowrnstatistics and will therefore only affect traffic betweenrncertain end-stations and not the overall sub-networksrnthemselves. The new algorithm can hence, be modelled asrna closed loop control system.
